David Boswell
Chief Executive Officer
VICTOR
Biography
At VICTOR, David leads work focused on urgent responses to healthcare violence and mental health-related incidents across the UK. His teams support healthcare workers at risk and people in crisis, working alongside mental health services, NHS and private bedded facilities, police, British Transport Police, Integrated Care Boards and NHS Ambulance Trusts.
David brings a practical, frontline-informed perspective on what happens when risk, distress and violence escalate in healthcare settings. His work focuses on staff safety, patient dignity, de-escalation, risk management and multi-agency coordination, with a particular emphasis on relieving pressure on frontline services when situations become complex or unsafe.
Through Secure24, David has also led a specialist secure ambulance service supporting individuals with mental illness and challenging behaviour since 2014. This gives him more than a decade of direct operational experience in high-risk patient movement, coordinated care and partnership working with healthcare and local authority partners.
As a speaker, David brings grounded operational authority rather than theory. He is well placed to speak on the gaps between healthcare, police, ambulance and secure transport response, and on how better-designed services can protect staff, support patients in crisis and reduce avoidable pressure on emergency services.
